治理理论视域下联合国外层空间安全治理体系的机制性分析

The Mechanism Analysis of the United Nations' Outer Space Security Governance System from the Perspective of Governance Theory

联合国外层空间安全治理体系对外层空间安全起着不可或缺的权威建构作用。联合国和平利用外层空间委员会(COPUOS)是凝聚安全共识,深化安全议题探讨,倡导外空安全辩论、草拟安全法规的重要机构。联合国"裁军谈判会议"是外层空间军备控制多边谈判的最佳场所。联合国大会及其第一、第四委员会是联合国外层空间安全治理体系中主要的立法审议机构。审视现实,联合国外层空间安全治理体系的整合强化,应发挥"和平利用外层空间委员会"议题倡设,"裁军谈判会议"谈判缔约,"联合国大会及第一、第四委员会"立法审议功能,以形成完备的安全治理体系和较强的安全治理能力。

The United Nations＇ outer space security governance system plays an indispensable role of authority construction for security in outer space. The United Nations＇ Committee of Peaceful Uses of Outer Space（COPUOS） is an important institution for reaching consensus, deepening the discussion of security, advocating of the debate in space security,and sketching out security regulations in outer space. United Nations＇ Conference on Disarmament is the best mechanism for multilateral negotiations on arms control of outer space. United Nations General Assembly and its First, Fourth Committees are the major legislature of the United Nations＇ space security governance system. Considering the reality, the integration and enhancement of The United Nations＇ space security governance system should emphasis the initiatives of COPUOS, the peace treaties through negotiations of ＂Disarmament Conference＂ and the legislative function of ＂the United Nations General Assembly and the First and the Fourth Committees＂. In this way, a complete security governance system can be formed, and relevant security governance ability can be achieved.
