论法庭科学在刑事侦查中的作用——以技术性侦查为视角

On the Role of Forensic Science in Criminal Investigation——In the perspective of technical investigation

以技术性侦查为视角,基于法庭科学应用的法证情报是对法证数据进行逻辑化处理而形成的准确、及时、有效的结果。瑞士和澳大利亚在应用法证情报方面的新近实践和探索表明,在侦查工作快速反应机制的形成过程中,基于法庭科学的法证情报运作模式作用巨大。法庭科学在案件线索的发现、侦查范围和方向的确定等方面具有重要作用。应用现场物证的法证特征,侦查机关可以揭示孤立案件中物证的关联性,有效拓展侦查线索的来源。法庭科学在现场勘查、案件线索串并、确定侦查方向和范围以及破案阶段均发挥了导向作用。

In the perspective of technical investigation, ＂forensic intelligence＂ which bases on the application of forensic science is an accurate, timely and useful result of a logical forensic data processing. Recently practices and explorations of Switzerland and Australia on the application of forensic intelligence indicate that the mode of forensic intelligence operation based on the forensic science plays a significant role during the formation of a rapid response mechanism of investigation. Forensic science plays an important role in the discovery of clues, the determination of the scope and direction of the investigation and some other aspects. The investigating authorities can reveal relevance of the isolated evidences and expand the sources of investigation cues effectively applying the forensic characteristics of spot material evidence. Thus, forensic science plays a leading role in field investigation, case clues string, and the determination of investigating scope and direction, as well as the detection stage.
