对进一步加强和创新治安管理工作的思考——以甘肃公安机关治安管理工作为例

Reflections on Further Strengthening and Innovating Security Management——Take the work of Gansu Security Administration as an example

在深入学习贯彻党的十八届四中全会、实现中华民族伟大复兴"中国梦"的历史新起点上,如何进一步创新治安管理工作,已成为公安机关面临的重大课题。近年来,甘肃省公安机关高度重视治安管理创新工作,建立了实战化、一体化的打防工作机制,协作化、高效化的矛盾排查调处机制,信息化、规范化的治安管理机制,网络化、便捷化的服务民生机制等"四大机制",提升了服务群众和经济社会发展的能力和水平。如何积极适应新形势新任务提出的新要求新挑战,充分发挥公安机关在治安管理中的作用,重点要在以下几方面狠下功夫:一是进一步创新实有人口管理;二是不断完善城市和城镇视频监控防范工作;四是着力提高信息化条件下打击犯罪新机制效能;四是强化治安管理防控工作新机制。

It has been a major issue faced by the public security organs that how to further innovate the security management on the new historical starting point of in-depth studying and implementing the party＇s eighteen Fourth Plenary Session, and achieving ＂China Dream＂-the great rejuvenation of the Chinese nation. In recent years, Gansu public security organs attach great importance to public security management innovation. ＂Four mechanisms＂ was established to improve capacities of servicing the mass and enhancing social economic, such as an actual and integrated working mechanism of striking and pre- venting, collaborating and efficient mechanism of mediating conflicts, informational and normalized security management mechanism, networked and convenient servicing livelihood mechanism. How to adapt the new requirements and challenges in the new situation, and play the full role of public security organs in security management？ The points are as follows： first, to further innovate the management of population; second, to constantly improve the video surveillance preparedness in cities and towns; third, to enhance the effectiveness of new mechanisms in combating crime under information condition; fourth, to strengthen prevention and control of new security management mechanism.
