政府购买社会服务的实践路径、成效及限度——以顺德区容桂街道为例

Practical Ways for Government to Purchase Social Service and the Relevant Effects and Limits- Taking Ronggui Street of Shunde City as an Example

基层民众多元化公共服务诉求与政府公共服务供给能力之间的张力呼唤地方政府创新公共服务供给模式。容桂街道通过主动引入和培育社工组织,不断地挖掘民间力量,实现政府引导与民间参与相结合的路径来创新社会服务的供给模式,探索出"政府+慈善组织"共同购买社会服务模式。通过慈善组织参与政府购买服务实践,容桂街道实现了政府与社会关系的理顺,将原来体制内提供的公共服务通过购买服务的方式交由专业性社会工作组织来提供,优化了公共服务供给模式。政府购买社会服务优化了基础治理结构、满足了民众多元化服务诉求及拓展了基层公共空间。然而,这一改革实践受制于其现实的约束性条件,如居民认可度不够、政府支持不足及社工站独立性不足。

The contradiction between the diversified demand of the public for public services and the limited capacity of the government to provide publicc services calls for government to innovate public service providing mode. Ronggui street of Shunde city takes the initiative to introduce and cultivate social worker organizations,keeps using civilian powers and combines the guidance from the government and civilian participation together to innovate public service providing mode and form mutual purchasing mode of public service for ＂Government plus Charitable Organizations＂. By means of charitable organizations participating in government＇s practice of purchasing public service,Ronggui street has achieved the harmonious relations between government and social organizations and optimized public service providing mode. However,such reform has certain limits,such as lacking trust from the public,government support and independence of social worker stations.
