国际经贸规则变化新趋势及我国的因应对策

New Tendency of the Changing in International Economic Rules and China's Countermeasures

以2001年启动的多哈回合谈判受阻和2008年世界金融危机带来的贸易保护主义泛滥为契机,双边的、区域的高标准新规则渐渐成为国际经贸规则重塑和整合的主流。国际经贸规则变化的新趋势和新特点主要表现为知识产权保护规则不断强化、国际投资规则高标准自由化、服务贸易规则高标准开放。这种变化的原因一是全球价值链分工的深化要求国际规则的一体化和透明性,二是WTO多边主义受挫与区域主义兴起给发达国家主导新规则的制定创造了条件。根据国际经贸规则变化的新趋势,我国应积极研究和妥善应对。

The logjam of Doha round negotiation in 2011 and the rising trend of protectionism triggered by the global financial crisis in 2008 provide an opportunity for the changes of international economic rules.New bilateral and regional high criteria gradually become the mainstream of the development of international trade rules. New variation tendency of international economic rules are characterized by reinforcement of intellectual property protection rules,high criterion liberalization of international investment rules and high criterion openness of service trade rules. Reasons of this variation are as follows. The first one is that the promotion of global value chain specialization needs integrative and transparent international rules; the second one is that the setbacks of WTO multilateralism and the rise of regionalism help to create conditions for developed countries to become the dominate constitutor of international rules. According to new variation tendency of international economic rules,active research and countermeasures are needed from China.
