青年生存和发展家庭保障的经济学困境与制度建构——中国第二届人的发展经济学青年论坛述评

Economic Plight and System Structure of Family Security for Youth Survival and Development——Reviews of the 2nd China Youth Forum About the Economics on Human Development

家庭保障是青年生存和发展的重要保障,要准确把握好青年生存和发展家庭保障的内涵并重视和发挥好其作用。青年生存和发展家庭保障的经济学困境在理论上表现为经济学理论对人生存和发展家庭保障的忽略,在实践上体现为人生存和发展与社会生产和分配对接、转化的脱节。青年生存和发展家庭保障的关键是要在社会生产和分配上得到落实,即用家庭保障思想指导建立基于人生存和发展家庭保障的生存和分配理论,推进以家庭为单位的就业制度和个人所得税制度改革,构建青年生存和发展家庭保障的社会性制度框架。青年生存和发展家庭保障研究应以人的发展经济学为理论核心,围绕青年的特性来展开,把握好人生存和发展与社会生产和分配的本质规定。

Family security is one of the most important guarantees for the survival and development of the youth. In order to make better use of its function, we need to pay attention to the development of young people and family support. In economics, the economics dilemma of the survival of the youth and the family security is the neglect of the economic theory of human development and family security. In real life, it is embodied as the gap between human survival and social production, social distribution. The key to the survival and development of youth and family security is guarantees social production and social distribution, that is, establish the theory of family security for human survival and development, promote the employment system based on family and the person income tax reform, build the framework of social system of the youth family security. The family security survival and development of young people should based on the economics on human development, centered on young people＇s characteristic to expand, grasp the essence of human survival and development with social production and distribution.
