我国体育产业发展中的政府职能及其转变

在我国现行政府架构中,涉及体育产业发展最重要的机构是各级体育行政部门中主管体育经济和产业的司局或处、科、室等,体育产业发展同时还要接受众多涉及产业发展与管理的其他政府机构的管理与服务,而以上机构发展体育产业的职能是在国务院和各级人民政府的领导下开展的。近年来,在体育产业发展过程中,我国各级政府较好地履行了国家和法律所赋予的政策制定、规划布局、市场监管、服务保障和资金支持等职能,推动体育产业成为国民经济的一个新增长点。但政府职能履行过程中也存在缺位、越位、错位现象严重,重政策制定、轻政策执行等问题,距离服务型政府所要求的创造良好的体育产业发展环境,提供优质高效的公共服务和维护体育市场资源配置的公平合理还有不小的差距。基于以上研究,提出体育产业发展中政府职能转变的策略:简政放权,充分发挥市场在资源配置中的决定性作用;深化改革,加强政策法规建设,健全工作机制,严抓政策落实,依法推动体育产业发展;促进体育消费,为体育产业发展提供内生动力;维护市场公平,做好市场监管与服务;建立体育产业发展基金,深化体育产业投融资体制改革;建立体育产业发展公共信息平台,推广政府购买公共服务,支持体育产业发展。

In the current government structure of our country,involving sports industry development institutions,the most important is the bureaus or offices,branch,room and the like which in charge of sports economy and industry in the sports administrative departments;the development of the sports industry and al-so accept many involved in the management and service of industrial development and management of other government institutions,and functions of these insti-tutions in the development of sports industry is carried out under the leadership of the State Council and the people＇s governments at all levels. In recent years,inthe development of sports industry,governments at all levels of our country better fulfilled policy formulation,planning layout,market supervision,security ser-vices,financial support and other functions entrusted by the state and law,promoted sports industry become the national economy a new growth point. But thefunctions of the government perform process also exists in the absence,offside,dislocation phenomenon is serious,heavy policy making,light policy implemen-tation problems and required by the distance a service-oriented government that create a good environment for the development of the sports industry,to providequality and efficient services to the public and maintain fair and reasonable sports market in the allocation of resources and not a small gap. Based on the above re-search,and puts forward the tactics of the transformation of government function in the development of the sports industry：decentralization,giving full play to thedecisive role of the market in the allocation of resources;deepening the reform,strengthening the construction of policies and regulations,improving the workingmechanism,strict implementation of the policy,promoting the sports industry development according to law;promoting the sports consumption,providing endog-enous power for the development of sports industry;maintaining the market fair,doing well in market supervision and service;establishing sports industry devel-opment fund,deepening sports industry investment and financing system reform;establishing sports industry development public information platform,promot-ing government to buy public service,supporting sports industry development.
