高等教育入学公平的机制创新探析

On Reforms to Promote Higher Education Enrollment Fairness

入学机制创新是提升高等教育公平程度的重要举措。主观价值判断与客观事实判断结合、规模扩张之外生机制与制度变迁之内在机理统一、静态教育目标与动态社会需求兼顾是以入学机制创新促进高等教育入学公平的质的规定性。高等教育入学机制创新需要政府担责、高校自律、学生自主和社会参与,建立起统分结合的招考机制、刚柔相济的录取机制、进出自由的选择机制、内外并举的监督机制。

Reforming the admission mechanism is essential in promoting equity of higher education. In the reform, efforts must be made in combining the subjective value judgment and that of the objective reality, in balancing enrollment expansion with institutional growth, and in matching university goals and social demands. The reform, which is comprehensive and is to address both the symptoms and the root causes, requires that the government should take responsibility, the university should discipline themselves, students should practice more autonomy and society should have more participation. By such means, we can look forward to the combination unified examination with separate admissions, the unification of stringent admission discipline and flexibility, a mechanism that allows selection and withdrawal, and a process supervised by the government and the society.
