高校智库服务教育综合改革的价值、困境与实现路径

Values, Difficulties and Routes for University Think Tank Serving the Comprehensive Educational Reform

随着教育综合改革进入深水区,改革本身的综合性和复杂性日益加剧,越来越触及现有利益格局并进一步涉及深层次利益调整,利益格局发生深刻变化,改革阻力和难度加大。为顺利推进教育综合改革,急需吸纳众智。但我国高校智库的决策咨询功能发展不太成熟,要为当前教育综合改革发挥有效的决策咨询作用,还面临一些内、外部困境。因此,作为特色新型智库之一的高校智库,要想在教育综合改革中真正发挥专家决策咨询的作用,就必须进行体制机制创新,提高决策咨询服务能力,为我国教育综合改革的顺利推进献计献策。

When the comprehensive educational reform has reached ＂the deep waters＂, it has more complicated and far-reaching issues that touches the existing patterns of interests, therefore more difficulties and challenges. For the smooth progress of the comprehensive educational reform, we needs wisdoms from all sources to support it. The reality with the university think tanks is that they are not so mature in providing advice in decision-making. There is a still a long way to go before they can play an effective role in counselling the comprehensive educational reform. Therefore, university think tanks, in order to truly play the role of in decision-making, must reform their own teams and working mechanisms, upgrade their capability, and contribute more to the comprehensive educational reform.
