走以质量提升为核心的内涵式发展道路,是高等教育科学发展的必由之路。广播电视大学在向开放大学转型发展的过程中,要从开放大学的定位和实际出发,以系统论和全面质量管理等理论为指导,总结借鉴国外开放大学的经验,抓住培养目标、质量标准、课程资源、过程控制、保障措施、监控手段等核心要素,解决好质量观、现代大学制度建设、教育信息化建设、师资队伍建设、办学组织体系建设等关键问题,建设具有开放大学特点的教育质量保证体系。

Connotative development with the core of quality improvement is the only way for the reasonable development of higher education. In the process of transforming into the Open University, radio and television university should be guided by the theory of system and total quality management, start from the orientation and reality of Open University, draws lessons from the foreign experi- ence and takes the core elements such training objectives, quality standards, curriculum resource, process control, safeguard measures and monitoring methods and solve key problems, including good quality, modern university system construction, education information construction, teachers construction and school organization system construction. So that the educational quality guarantee system with the characteristics of the Open University could be constructed.
