继微信电话本之后,移动互联网领域急速涌现出融合通信类话音通信创新形态和应用模式。立足于对业务形态和运营主体双融合的趋势判断,本文重点关注相关业务领域普遍存在的违规经营和信息安全管理主体责任不明确等情况,结合行业准入和安全管理进行了问题分析,提出加速新版《电信业务分类目录》出台,配套分类业务的安全管理要求,理清安全责任主体边界等建议。

Following the Webchat phone book, there is an innovative and booming form of converged communications.Based on the interpretation on the trend of the double convergences of business forms and the main operators, of its body double judgment, this article focuses on the prevalence of violations related business operations and unclearness of the main information security responsibilities etc., analyzed the industry access and security management problems, suggested accelerating new＂classification of Telecommunications Services＂formulating security requirements based on the classification of business, and clarifying the main responsibility for each operator.
