中国劳动生产安全法治现代化的社会评价

Social Evaluation of the Modernization of Work Safety Governance by Law in China

为了准确了解全国劳动安全生产领域的安全监督管理和法治现代化建设状况,通过文献研究、问卷调查、指标设计等方式,对当前全国安全生产领域安全监管和法治建设的成就和不足进行调研评价。研究表明,目前中国劳动生产领域安全监管与法治体制机制进一步完善并有所创新,但与具体安全生产实践和发达国家比较,尚有很大差距,如安全监管体制存在内部冲突、机制不合理、效果不佳等问题;经过指标量化测评,目前中国安全监管与法治现代化总体处于中级水平阶段(的中期),需要进一步采取措施以推进安全法治现代化。

In order to accurately understand work safety supervision and the modernization of work safety governance by law in China, literature research, questionnaire and index design are used to evaluate their achievements and shortcoming. Research shows that at present the safety supervision and institutional mechanisms have been further improved and more innovative in China, but compared with developed countries and the safety practices, there are such big gaps in several aspects like the internal conflict of safety supervision system, unreasonable mechanism, poor effect and so on. The conclusion of evaluation through quantitative indicators is that the overall modernization of work safety governance by law currently is at the level of mid - stage, so further measures should be taken to promote the modernization of work safety rule by law.
