文章对建设项目进行社会环境影响评价的必要性进行了简述;对社会环境及社会环境影响评价的涵义、特点进行了概述并对其产生发展过程进行了回顾;文中重点对社会环境影响评价的基本工作程序及工作内容进行了较为详细的描述并最终提出在今后的工作中应建立健全社会环境影响评价的评价方法与技术导则及相关的法律法规体系以使实际工作"有法可依"。

In the paper, the necessity of the social environmental impact assessment for construction project was briefly described; the meaning and the characteristics of the social environment and social environmental impact assessment were summarized, also the development of the process of review; the basic work procedures and work content of the social environmental impact assessment was focused on for a more detailed description; the evaluation methods and technology norms and related system of laws and regulations for the social environmental impact assessment should be established and improved for practical work in the thture.
