It is beneficial to achieve goals of governmental non-profitable investment projects that the owner integrated management organization on full-life cycle is constructed based on the value chain. The article analyzed the internal and external value chain of governmental non-profitable investment projects to construct the value chain model on it including basic activities, auxiliary activities, channels activities and the information platform.
