On healthy development of rule by law and villager autonomy in rural areas

农村地区法治建设既衔接了国家依法治国的重要战略目标,也是村民自治健康发展的催化剂。但目前,农村政策与农村地区法治间的相互抵触及乡规民约与农村地区法治的紧张关系无不影响着农村地区的法治化进程。因此,需整合农村地区的法治资源,推动农村法治保障并规范村民自治的发展。

Legal construction in rural areas not only connects the important strategic goal of rule by law in China, but also catalyzes the healthy development of villager autonomy. But at present, the process of legalization is influenced by the contradiction of rural policy and legal construction in rural area, and the stress between village rules and folk customs and legal construction in rural area. Therefore, the legal resources in rural areas should be integrated so as to promote the legal assurance and the development of villager autonomy in rural areas.
