Permanent means of access （PMA） was a very important facility in bulk carrier. In actual operational process of ships, it could give convenience for the surveyors and crew to carry out routine inspection of hull structure. Thereby, the hull structure condition could be kept in a better level. In this article, general rule requirements of PMA were to be summarized from the view of plan approval. And some problems were to be elaborated based on actual situation. It could give some valuable reference for the PMA design of bulk carrier.
