摘要
自2009年中国新医改起步以来,公益性、药品销售零差率、集中采购、分级医疗等花样繁多的名词和概念如雨后春笋般地冒出来,令人目不暇接。但是医院的公益性应该如何体现?药品销售零差率和集中采购到底利弊如何?分级医疗制度如何落到实处?医疗服务价格怎么合理确定?这些问题都还要经过时间和实践的检验。中国医改进入深水区,缓解看病难、看病贵,化解日益尖锐的医患矛盾,做到政府满意、社会满意、医务人员满意,我们还有很长的路要走。
Many terms, such as non-profitability, zero-profit policy in drug sale, centralized procurement and graded health care, have sprung up at a bewildering rate in China since the new health care reform started in 2009. Can these terms really reflect the public welfare of health services? What are the advantages and disadvantages of zero-profit policy and centralized procurement? How to implement the graded health care system? How to determine the reasonable price of medical services? These problems have to be subjected to the test of time and practice. Chinese health care reform has been heading for the "deep water" section. We still have a long way to go to solve the problems of inadequate and overly expensive medical services, to resolve the increasingly sharp contradiction between doctors and patients, and to satisfy the government, the society and medical personnel.
