General ideas for preparing special-subject plan of poverty reduction under the 13^(th) Five-Year Plan

为加强水利行业扶贫,建立水利精准扶贫工作机制,明确"十三五"时期贫困地区水利建设任务,迫切需要编制"十三五"水利扶贫专项规划。根据新时期水利扶贫新要求,提出了"十三五"期间水利扶贫规划编制的总体思路、主要建设重点和建设任务,以及水利改革管理的任务,为各地编制规划提供参考。

In order to help rural poor and define tasks of water project construction in poverty-stricken areas, specialsubject plan of poverty reduction under the 13^th Five-Year Plan is urgently needed. According to the assignment in the new age, general idea and key tasks for construction as well as actions of reform and water governance in the 13^th Five- Year Plan Period are proposed.
