摘要
通过对内蒙古基层卫生人力政策的制定及执行情况进行分析,发现其取得了诸多成效,如核定编制的执行,为优化基层卫生人员结构创造了良好的条件;绩效考核政策的推行,使基层医务工作者的收入普遍提高;资格准入政策的实施,促使专业技术队伍素质提升等。但也存在一些突出问题,如核定的编制数与实际的工作需求难以相符;高级职称严重短缺;绩效考核办法统筹兼顾不够;乡村医生执业缺乏合理定位等。提出继续完善卫生人力政策、加大政策执行力度、注重政策创新、建立卫生政策评价机制的建议,对于稳定基层卫生队伍,提高基层卫生人员工作能力,满足基层人民基本卫生服务需要具有现实意义。
Through the analysis of the formulation and implementation of use policy of primary health human in Inner Mongolia,the primary health human use policy has achieved much success,such as the checking establishment has created the good condition for the optimized primary medical personnel structure,the steady implementation of the performance appraisal policy,the income of the primary medical workers has been improved in general; access policy has been qualified,professional and technical team gradually has expanded,and so on. But there are some outstanding questions,such as the limitation of the primary medical staff job promotion,serious shortage of title of a senior professional post; all- round consideration of the means performance examine is insufficient; the lack of a reasonable positioning about practicing of rural doctors,and so on. On the basis of,puts forward suggestions on improving the primary health human policy,strengthen the enforcement of use policies,focusing on the innovation of use policies,establish evaluation mechanisms of the health policy,Promotes the Primary Health Human Resources reasonable use,It has a very important practical significance for regarding the stable primary health troop,improving the primary medical personnel's ability,satisfying the primary people basic health service need.
