Study on the Countermeasures to Compensation Mechanism of Basic Medical and Health Institutions

在基层医疗卫生机构补偿机制问题分析的基础上,提出建立稳定的基层医疗卫生机构筹资补偿机制、探讨医保支付方式改革、落实基本药物制度、测算医疗服务成本、建立以质量和效率为基础的绩效考核制度等系列对策,以保障机构的公益性和可持续发展。

This study was aimed at exploring the effective countermeasures based on the foregoing research of the problems in the compensation mechanism medical and health institutions. The following measures were proposed such as the establishment of stable financing and compensation mechanism,the reform of the medical insurance payment,implement the basic drug system,accounting cost of medical service,the establishment of performance appraisal system based on quality and efficiency. All those should be conducted to guarantee the public welfare and sustainable development of basic medical and health institution.
