美国劳伦斯伯克利国家实验室协同创新及其对我国大学的启示

The Syneigic Innovation in Lawrence Berkeley National Laboratory and Its Enlightenment

以美国劳伦斯伯克利国家实验室作为分析对象,对其内部和外部协同创新的实践进行研究,以期深入了解伯克利国家实验室的协同创新机制,为我国大学的协同创新提供借鉴。研究表明:伯克利国家实验室良好的制度环境、实验室内部的学科交叉合作、实验室与其他创新主体的技术转让、合作研究项目、共建研究机构、人员交流培训、信息与设施的共享,形成了比较完善的协同创新机制。其启示在于:大学的协同创新需要建立多元化、网络化的合作机制,政府需要为其提供良好的法律环境和制度安排。

Based on the methods of comparative study and literature research,the syneigic innovation practices in Lawrence Berkeley National Laboratory were analyzed from both internal and external mechanisms,so that a thorough understanding for the collaborative innovation mechanism in Berkeley National Laboratory was achieved. It can provide a reference for the collaborative innovation in Chinese universityies. The research shows that good institutional environment,interdisciplinary collaboration within the laboratory, technology transfer from laboratories to other innovative actors,collaborative research projects,joint research institutes,personnel exchange and training,and sharing of information and facilities formed a more perfect mechanism for collaborative innovation in Berkeley National Laboratory. The enlightenment from the syneigic innovation practices is that it is necessary to build a diversified and networking cooperation mechanism,and to provide a good legal environment and institutional arrangements for syneigic innovation in universities.
