“到村到户”精准扶贫模式实践及其启示探究——以贵州省毕节市为例

The Exploration on the Practice of the Mode of Targeted Poverty Reduction to the Villages and Households and Its Enlightenment——A Case of Bijie City of Guizhou Province

精准扶贫作为新常态下农村扶贫开发工作的重要发力点,是有效推动农村扶贫开发工作中实现精确甄别、协同帮扶、动态管理、分类考核以及相关对应治贫、减贫的重要举措。通过剖析贵州省毕节市"到村到户"精准扶贫模式的成功经验,总结该模式对于我国推进精准扶贫工作的重要启示:注重危房改造等基础设施建设是精准扶贫的前提;加大结对帮扶力度是精准扶贫的抓手;推动产业发展是精准扶贫的动力;拓宽教育培训路径是精准扶贫的关键;加快扶贫生态移民步伐是精准扶贫的保障。这可为其他地区完善"到村到户"精准扶贫模式提供参考与借鉴。

The targeted poverty reduction as an significant force point in poverty alleviation and development in rural areas under the new normal, is an important measure to effectively promote rural poverty alleviation and development work and achieve accurate screening, collaborative aid, dynamic management, classification assessment and corresponding poor governance, poverty reduction. Through the analysis of the successful experience of targeted poverty reduction to the villages and households in Bijie city, Guizhou province, the paper summarizes key enlightenment for our country to deepen targeted poverty reduction： paying attention to the renovation of dilapidated buildings and other infrastructure construction is a prerequisite for accurate poverty alleviation; strengthening the twinning efforts is accurate poverty alleviation starting point; promoting industry development is accurate poverty alleviation; broadening the path of education and training is key to accurate poverty alleviation; accelerating poverty alleviation ecological immigration pace is guarantee precision of poverty alleviation, which will provide reference for the targeted poverty reduction to the villages and households for other regions.
