Development Models and Comparison of Social Work Organization in China

我国社会工作机构经过10年的发展已经形成了政府运作为主型、政府与社会组织结合型、社会组织运作为主型、企业参与社会工作型等多种模式,然而各模式特点不同,均有利弊,寻求恰当发展模式是我国社工机构突破竞争压力、获取可持续发展动力的必由之路。该文在总结当前具有代表性的社工机构发展模式的基础上,运用比较分析的方法,探讨不同类型社工机构发展模式在运作机制、自主性、代表性、专业性方面的差异,建议从进一步建立健全社工机构运行机制、渐进增强社工机构自主性、不断强化社工机构自身能力建设等方面对各类模式进行完善。

After 10 years of development in China, the social work agencies have already formed a variety of models, including the government operation model, the model of combinations of the government and social organization, social organization operation model, and the model of enterprise participating in social work. However, the different characteristics of each mode both has the advantages and disadvantages. To seek an appropriate development model is a necessary way for the social work organization breakthrough the competitive pressures and achieve the sustainable development power. On the basis of summarizing the current development model of representative social work organization, this paper discusses the differences of different types of social work organization in operational mechanism, autonomy, representative and professional through the comparative analysis method, and puts forward the suggestions including further establish and improve the operating mechanism, gradually strengthen the autonomy of social work organization, continuously strengthen their capacity-building, so as to perfect all kinds of development models.
