The Construction of Modern Public Cultural Service System from the Social Capital Perspective

社会资本与构建现代公共文化服务体系有着良好的契合性,它所包含的社会普遍信任、互惠互利规范和公民参与网络等内容,是构建现代公共文化服务体系的重要资源,在现代公共文化服务体系建设中发挥着极其重要的作用。应围绕社会资本的三个核心要素:普遍信任、互惠规范和公民参与网络,对社会资本进行整合和重构,有效推进现代公共文化服务体系建设。

Social capital is a very important concept in economics, sociology and politics. Social capital is compatible with the construction of modem public cultural service system. The universal social trust, the norm of rec-iprocity and mutual benefit, and the civic engagement network, as contained in social capital, are important resources for and play very important roles in building modem public cultural service system. Therefore ,we can focus on the three core elements of social capital （ i. e., universal trust, reciprocity norm and civic engagement net- work） to integrate and restructure social capital,so as to effectively enhance the development of modem public cultural service system.
