摘要
碳交易是实施绿色低碳发展战略、促进经济转型升级的重要机制之一。中国已向国际社会做出减排承诺,并正在积极推动全国统一碳市场的建立,其中的首要任务就是解决各省市初始碳排放权的分配问题。然而,在以往有关初始碳排放权分配方案的研究工作中环境承载力这一关键因素并未考虑在内。因此,提出一种综合考虑包含环境承载力在内的多因素的初始碳排放权分配方案便显得尤为重要。不仅如此,方案还针对政策制定者的选择偏好进行了多情境分析,所得结论对于国家制定相关政策具有重要的参考价值和意义。
Carbon trading is one of the most important mechanisms in implementing environ- ment -friendly low carbon development strategy and promoting the transformation and upgrading of the economy. Chinese government has committed to reduce carbon emissions, and is actively pro- moting the establishment of a unified national carbon market. The primary task is to solve the allo- cation problem of initial carbon emission rights across provinces. However, researches on the allocation plan in the past did not take environmental carrying capacity into consideration. Therefore, a comprehensive consideration of multiple factors, including the environmental carrying capacity, to solve the initial allocation problem of carbon emission rights becomes very important. Meanwhile, scenario analysis is made in the plan of the authors based on the choice preferences of policy makers. The conclusions can be valuable references for China to formulate policies.
