分析了中国环境监测发展现状及存在的主要问题,并以目标和问题为导向,分别从法律体系、管理体制、运行机制和现有职能等方面深入剖析现存问题的原因。在认真梳理和分析现有职能的基础上,提出职能转移以充分发挥市场和社会力量的作用,职能下放以充分调动中央和地方两个积极性,职能整合以尽量减少各部门间职能交叉与分散,职能加强以推进本职工作履行到位的具体建议。

This article analyzed the current development of environmental monitoring and the main problems, and to target and problem - oriented, respectively, from the legal system, management system and operation mechanism in - depth analysis of the existing problem. On the basis of carefully combing and analysis of the existing environmental monitoring functions, a number of specific recommendations have been proposed, such as： the transfer of functions to give full play to the role of market forces and society,decentralizing functions in order to fully mobilize the enthusiasm of both central and local,to minimize the various functional integration inter - sectoral and cross - functional dispersion,in order to promote their work to strengthen the functions of performance in place.
