马来西亚公立大学自治改革及其成效

A Probe into the Autonomy Reform of Public University and It's Results in Malaysia

大学自治与现代大学制度建设密切相连,要建立现代大学制度,大学自治是前提。马来西亚在国家主义与新自由主义思想的指导下,从国家战略的高度对公立大学进行了自治改革,先后采取了公立大学企业化改革、建立特殊类型高等教育机构、提高大学人力资源的能力水平、推进质量保证机制建设等举措。经过自治改革,马来西亚的高等教育理念发生了转变,政府与公立大学之间的关系得以重塑,政府由管理主体变为监督和拨款主体,公立大学内部治理结构进一步优化,办学自主权扩大,公立大学的管理与运营呈现出一些新气象。

The university autonomy and the construction of modem university institu- tion are closely connected. The university autonomy is the precondition of construction of modem university institution. Under the guidance of national centralism and neoliberalism, Malaysia implemented the autonomy reform of pubic universities from the point of view of national strategy, and took some measures, such as enterprised reform of public universi- ties, establishing special-Tier higher education institutions, improving human resource ca- pacity development and constructing quality assurance mechanism. After reform, the idea of higher education in Malaysia is changing, the relationship between government and uni- versity has been rebuilt, the main role of government changes from management to supervi- sion and funding, public university internal governance is optimized, public universities au- tonomy is expanded further, and the govemance and operation of public universities present new state.
