产业结构升级改善生态文明了吗——本地效应与区际影响

Does Upgrading of Industrial Structure Improve Ecological Civilization:Local Effects and Interregional Influences

本文选取2001—2012年的中国省域数据,采用全局主成分分析模型构建生态文明指数来测度省区生态状况,建立广义动态空间面板计量模型,从本地效应和区际互动双重视角分析产业结构优化升级对省区生态文明发展影响的驱动机理和作用效果。研究发现,中国省区生态文明存在显著为正的空间外溢效应和时间滞后效应。产业结构合理化和高度化既能提高本省区也能提高其他省区的生态文明水平,即存在本地和外部的双重正面效应。本文的发现为出台更加合理协调的产业政策和环境治理政策、更好地推动地方产业结构优化升级以及生态环境改善提供了具体化的实证基础。

Exploiting provincial data of China from 2001 to 2012, ecological civilization indexes are established to measure provincial ecological status by means of Generalized Principle Component Analysis model. Driving mechanism and effects of industrial structure upgrading local effects and inter-regional interaction are analyzed on provincial ecological civilization from the aspects of through establishing generalized dynamic spatial panel econometric model. The results show that spatial spillover effect and time lag effect of China＇s provincial ecological civilization are significantly positive. Industrial structure optimization and upgrading improve ecological civilization of the province itself and other provinces as well, which means that there exist dual positive effects both locally and externally. The findings of this paper provide specific empirical basis for launching more reasonable and coordinated industrial policies and environment governance policies, promoting local industrial structure optimization and upgrading, and improving ecological environment.
