国家义务教育质量监测基本价值取向研究

Basic value orientations of the national assessment of the compulsory education

现阶段开展国家义务教育质量监测应以"有质量的公平"作为其基本价值追求。随着我国实现义务教育"面"的普及,义务教育"质"的不公平成为当前教育发展中的突出矛盾。教育质量的不公平体现在教育起点、教育过程和教育结果三个阶段,突出表现在城乡差异、区域差异和校际差异等方面。为提高教育质量,促进义务教育均衡发展,世界发达国家都将教育公平作为基本价值追求,高度重视并实施国家义务教育质量监测。开展国家义务教育质量监测能够及时、科学地发现教育中的问题,促进未来政策调整和改进的科学化、民主化,推动基础教育优质均衡发展,是实现有质量的教育公平的有效途径。

With the popularity of compulsory education ,the inequity of the quality has become the main contradiction of the educational development .T he inequity is reflected on three stages ,namely ,the starting point ,process and outcome ,all distinctive in rural and urban areas .While the developed countries take educational equity as fundamental value ,and attach great importance to the monitoring of the educational equality to improve the educational quality and balanced development ,the monitoring in China is expected to help with the timely diagnosis of educational problems ,and making correct decisions .
