Changes on the Methods of Policy Argumentation from Profession Rational to Dialogue in Developing Deliberative Democracy

伴随着政治民主化进程的加快,尤其是协商民主的发展,政策论证方式发生了巨大的变化。政策论证方式经历了官僚制度主义、新制度主义、社群主义、政策对话四个阶段,政策对话作为最新的理论研究成果,适应了协商民主的未来发展趋势。协商民主是公共决策科学化、民主化的实现途径,我国应该鼓励政策对话体制的成熟,推进政策论证方式的及时变迁,全方位发展协商民主。

Along with the increasing pace of politics democratization,especially the development of deliberative democracy,the methods of policy argumentation appear a huge changes. The methods of policy argumentation experience bureaucracy,new institutionalism,communitarianism and policy dialogue. The policy dialogue as the latest theory research achievement adapts the development trend of deliberative democracy future. Deliberative democracy as the approach of realization of public decision scientization and democratization,China should encourage policy dialogue system to be mature,promote the changes of policy argument methods in time,and comprehensively develop the deliberative democracy.
