A Tentative Study on Cultivation of New Professional Farmers under the Background of Household Registration System Reform

实现从身份农民向职业农民的转变是我国实现农业现代化的根本要求。根本改变城乡二元结构,破除劳动力自由流动羁绊和壁垒的户籍制度改革,可以实现城乡劳动力的双向流动,有利于传统农民向现代农民的转变,为培育新型职业农民提供了重要契机。当前,需要全面深化改革,构建新型职业农民成长的制度和环境。

Transformation from certain identified farmers to professional ones is a fundamental requirement to achieve agricultural modernization. The household registration system reform fundamentally has changed the urban- rural dual structure and has broken down the barriers of the free flow of labor. Therefore,it is not only conductive to realize bi- directional flow of rural- urban labor,but also helpful to realize the change from traditional farmers to modern ones,as well as provide an important opportunity for cultivating new professional farmers. Nowadays,it is necessary to deepen the reform and set up a new system and environment for the development of new professional farmers.
