欠发达地区金融IC卡推广应用难点和对策——以甘肃省酒泉市为例

The difficulties in the Popularization and Application of Financial IC Cards in Less Developed Areas and Countermeasures——A Case of Jiuquan City of Gansu Province

目前,金融IC卡在我国大中城市已成为使用最广泛的非现金支付工具,但在经济欠发达地区,受多种因素影响,金融IC卡在公共服务领域推广应用仍存在一些困难。本文以甘肃酒泉为例,重点研究金融IC卡在公共服务领域的推广应用过程中存在的主要问题,并提出相关政策建议,为今后金融IC卡行业应用政策制定提供参考依据。

At present, the financial IC cards have been the most widely used non-cash payment tool in medium large-sized cities in China. But in the less developed areas, influenced by many factors, there are still some difficulties in the popularization and applica- tion of the financial IC cards in the field of public service. Taking Jiuquan city of Gansu as an example, the paper focuses on major problems that are encountered during the process of the popularization and application of the financial IC cards in the field of the public service, and puts forward relevant policy recommendations hoping to provide a reference for policy making of the future application of the financial IC card industry.
