摘要
健全的激励机制能够提升农村科技人才的工作绩效与投入度,是农村人力资源整体开发必不可少的重要环节。采用自编问卷,从农村科技人才的激励方式、激励效能和激励期待等方面,对935名农村科技人才进行调查发现不同类型的激励方式存在失衡现象,偏重精神激励,发展激励和物质激励较少;该群体中的青年人对当前激励机制的效能评价相对较低,他们最为期待的激励方式是发展激励。因此,需要加大对农村科技人才物质激励的力度,建立完备的管理与保障机制;丰富精神激励方式;充分发挥选人用人、职称评聘的激励功能,强化培训学习、进修提高的激励作用。
Well-developed incentive scheme can enhance the performance of the technological and scientific talents, and it is also an essential part for developing rural human resources. By researching on the methods of the performance and expectation of the incentives for the 935 rural technological and scientific talents with the questionnaire, we have found problems such as imbalance, emphasis on spiritual incentive, and lack of development and material incentives. The results indicated in the effectiveness evaluation of current incentives are relatively low among the young population, and they look forward most to the development incentive. Therefore, more attention needs to be paid to the material incentive of the rural technological and scientific talents. A complete management and security mechanism should be set, the spiritual incentive method improved, the function of the incentive for the selection and appointment fully made use of, and training and learning strengthened to promote the incentive effects.
