公民参与社区管理是保证社区管理工作科学有效运行的一条基本途径,同时也是现代民主的重要表现形式之一。西方国家的公民参与社区管理模式比较完备,概括起来主要有积极参与型、混合型和被动参与型三种模式。我国的公民参与社区管理模式在逐渐发展成熟,主要包括上海模式、沈阳模式、武汉模式和深圳模式。分析和总结国内外公民参与社区管理模式,对公民参与社区管理实践发展具有重要的理论价值和现实意义。

Citizen participation in community management is the basic way of ensuring efficient operation of community management,which is also one of the important forms in modern democracy. In western countries,the pattern of citizen participation in community management is relatively complete,including actively participated,hybrid and passive participation model. In China,the pattern of citizen participation in community management is developing gradually maturely,mainly including Shanghai,Shenyang,Wuhan and Shenzhen model. Analysis and summary of citizen participation in community management mode at home and abroad is of important theoretical value and practical significance to the development of citizen participation in community management practice.
