台湾地区办医经验对福建省民营医院发展的启示

The enlightenment of hospitals operation in experience in Taiwan to the development of private hospitals in Fujian

促进民营医院健康发展是我国目前医改的重要内容,通过分析福建省医疗服务体系整体运行情况,发现福建省民营医院的机构数量虽占据一定地位,但仍面临管理不规范、人才流失、缺乏社会认同感等问题;并以某民营医院为案例探讨民营医院发展过程中遇到的障碍。在借鉴台湾地区医疗服务体系的公私平等发展政策、医疗人才结构均衡化、服务质量管理专业化、医院文化建设多元化等办医经验基础上,提出持续实施医疗卫生服务体系规划、建立更加公平的政策环境、推进多点执业、加强民营医院监管等政策措施,以及民营医院加强自身人才建设和内部管理的一系列促进社会办医健康发展的对策建议。

Promote private hospitals development is an important content of health reform in China. We analyzed the operational status of medical system, found that private hospitals occupied a certain position in the whole medical service market, but it still had some problems as irregular management, the brain drain and social identity lacking, etc. It took a private hospital as example, discussed the obstruction in the process of private hospitals development. Meanwhile, we used the reference of medical service system from Taiwan such as public and private hospitals equal development policy, equalization of medical personnel structure, professionalization of service quality management, diversification of hospital culture construction It puts forward that sustain carrying out medical health service system plan, promote multi-sited license, set up further fair policy environment and strengthen the supervision of private hospitals high quality of medical service, etc. The private hospitals should strengthen their personnel construction and inner management so as to promote the development of private hospitals.
