我国2009-2013年卫生总费用筹资状况分析

Analysis on total health expenditure financing from 2009 to 2013 in China

笔者从筹资来源法角度,初步探讨了卫生总费用中政府、社会和个人的筹资现状,分析了自2009年新一轮医改实施以来我国卫生筹资水平、筹资结构及城乡卫生资源分配的现状。结果显示卫生总费用年均增长率为12.60%;政府、社会和个人卫生支出分别达到了30.14%、35.98%、33.88%;城乡卫生总费用绝对差距以每年3.95%的速度在增大。尽管卫生总费用增幅较大但分配不均衡,需继续完善卫生筹资结构,减轻个人卫生负担并缩小城乡就医负担。

In this article, we discuss the financing status of the government, society and individuals in total health expenditure, analyze the health financing level and structure as well as the current situation of urban and rural health resources allocation in China since 2009 from the perspective of financing source. The results showed that the average annual growth rate of total health expenditure was 12.60%, the rate of government, social and personal health expenditure reached 30.14%, 35.98% and 33.88%,the absolute gap between urban and rural health is increasing at an annual rate of 3.95%. Although the increasing of total health expenditure is larger but the distribution is not balanced, it is necessary to continue to perfect the health financing structure, reduce the personal hygiene burden and narrow the burden on urban and rural medical care.
