摘要
通过分析公立医院改革前后患者自负及医保基金支出的变化情况,探讨针对公立医院改革医保补偿政策的调整。提出实施差别化付费,推动分级诊疗,进行支付方式改革,加强精细化管理,建立奖惩并重的约束机制,完善大病保险补偿机制等建议措施。
Through analyzing the changes of the patients＇ self and medical insurance fund cost before and after public hospitals reform. Discusses the adjustment of medical insurance compensation policy to public hospitals reform. Then proposes to carry out differential payment methods, promote grade diagnosis and treatments, reform payment style, strengthen delicacy management, establish the restraint mechanism of both rewards and punishment, perfect the insurance compensation mechanism for serious illness, and so on.
