我国网络民主发展的SWOT分析及其对策

SWOT Analysis and Countermeasures of The Cyber Democracy in China

随着互联网技术的发展,网络民主成为民主政治发展的新形式。网络民主具有平等自由、方便快捷、成本低、效率高等特点,同时在其运行过程中也会暴露出"网络暴力""网络谣言"等负面效应。运用企业战略管理的SWOT分析这一新方法对我国网络民主发展进行一种解析,提出我国网络民主发展的策略:加快信息化建设,努力缩小"数字鸿沟";提高网民素质,培育网络民主的理性主体;坚持依法治网,为网络民主发展提供法律保障;加强网络伦理道德建设,促进网络民主的有序化。

With the development of internet technology,cyber democracy has become a new form of democratic politics development.The cyber democracy has the characteristics of equality freedom,convenience,low cost and high efficiency,meanwhile,it will expose some negative effects in its operation,for example,network violence,internet rumors and so on.In this paper,we analyzed the development of the cyber democracy in China by using the SWOT analysis of enterprise strategic management,and put forward the strategy for developing the cyber democracy in China.These strategies include accelerating the construction of information to narrow the ＂digital gap＂,improving the quality of internet users to cultivate rational subject of the cyber democracy,ruling internet by law to provide legal protection for the cyber democracy and strengthening the construction of network ethics to promote the orderly development of the cyber democracy.
