CAFTA贸易便利化对中国农产品出口贸易的影响——基于面板数据的实证研究

On the Impacts of CAFTA Trade Facilitation on China's Agricultural Products Export Trade: An Empirical Study Based on Panel Data

选取2007~2013年中国对东盟七国农产品出口贸易为研究对象,运用固定效应模型实证分析CAFTA贸易便利化措施对中国农产品出口的影响,结果表明：提高出口国国内生产总值、增加出口国不合法开支和行贿、减少出口国贸易壁垒,都对中国农产品出口东盟有显著作用;同时,减少进口国海关程序负担和进口国不合法开支和行贿,对中国农产品的出口也有一定贡献。在未来较长的时间内,作为CAFTA中起主导作用的大国,中国应当积极与其他成员国公开协商贸易便利化措施,简化海关和政府部门手续,加强立法,通过颁布法律法规,消除在贸易环节中的不法行为和腐败现象,减少和消除贸易壁垒,以求促进农产品贸易发展。

Selection is made of China＇s agricultural products export trade with seven ASEAN countries during2007 and 2013 as a research object. Use is made of the fixed effect model to make an empirical analysis of the impacts of CAFTA trade facilitation measures on China＇s agricultural products export trade. The fiidings show improvement of the exporter＇s gross domestic product（GDP）, increase of the exporter＇s illegal costs and bribery and reduction of exporter＇s trade barriers all play a prominent role in China＇s agricultural products export trade with ASEAN countries. Reduction of the burden of the importer＇s customs procedures and the importer＇s illegal costs and bribery contributes to China＇s agricultural products export trade. In quite some time to come, China, as a great power with a prominent role in CAFTA, should actively negotiate with other member states about trade facilitation measures, simplify the customs formalities and government departments procedures. Efforts should be made on legislation, promulgation of laws and regulations, elimination of malpractice and corruptions, reduction and elimination of exporter＇s trade barriers with a view to proomoting development of agricultural trade.
