从秋菊想要讨个说法却实现不了的困惑,不难看出乡村社会力量既顽固亦不断发展变化的特点。基于乡村社会力量的顽固性质,法治的推行务必要解决好基层国家权力的限制问题。基于乡村社会力量的发展变化,需要进一步确立以乡村社会结构和思想观念的变革促进乡村社会治理的基本进路。在乡村社会结构变革方面,严格执行《村民委员会组织法》的规定,建立代表各种乡村社会利益的组织,形成多元、有效的村民会议,构建系统的社会权力,制约国家权力的滥用。在思想观念变革方面,需要通过传统的恢复、礼制的建设来实现民风的改造,重构乡村社会发展的理性和制度。

It is easily seen from the puzzle of Qiuju that rural social force are stubborn and still constantly changing Based on the stubborn property of rural social force, we need to resolve limitation of grass - rooted state power in the process of carrying out rule of law. We also need to further the efforts to establish basic way of promoting rural social management by means of reform of rural social structure and ideas and thoughts. In the aspect of reform of rural social structure, we need to enforce Organic Law of Village Committees in a strict way, establish organizations representing various rural social interests, form multiple and effective villagers meeting, construct systematic social power to restrict abuse of state power. In the aspect of reform of thoughts and ideas, we need to realize transformation of folk custom and reconstruct reasons and system of rural social development by means of traditions recovery and etiquette establishment.
