石油开发中长期规划方案是对今后的开发工作进行部署,对油田开发生产进行宏观调控而提前作出的预案随着国际环境、国内经济体制和油田开发条件的变化石油开发中长期规划发生了重大的转变。大庆油田以前石油开发中长期规划方案是在计划经济体制下,以产量工作量为中心;目前大庆油田追求的目标是利润,编制开发规划方案的指导思想以经济效益为中心,如何编制好石油开发中长期规划方案,笔者根据多年工作经验,谈几点编制石油中长期规划方案的认识,达到抛砖引玉之目的。
