安徽省新型城镇化建设财政支出效率评价及影响因素分析

Evaluation of Fiscal Expenditure Efficiency of New Urbanization Construction in Anhui Province and Influencing Factors

新型城镇化是当前推动我国经济和社会发展的主要动力,安徽省作为新型城镇化建设的综合试点省份,已经投入了大量的财政资金来支持新型城镇化的建设。文章首先依据新型城镇化的内涵以及我国政府对新型城镇化建设的要求构建了财政支出的效率评价指标体系;然后采用DEA分析法,测算了2013年度安徽省各地级市的财政支出效率值;最后采用Tobit模型分析了影响安徽省财政支出效率的因素,从而提出提高安徽省新型城镇化建设财政支出效率的政策建议。

At present, new urbanization has become the main driving force of economic and social devel- opment in China. As an integrated pilot province of new urbanization construction, Anhui Province has invested a lot of fiscal funds to support the new urbanization construction. In this paper, the eval- uation index system of fiscal expenditure efficiency is built based on the connotation of the new urbani- zation as well as the national policies for the new urbanization construction. Then the efficiency of fis- cal expenditure of each prefecture-level city in Anhui Province in 2013 is analyzed by using the method of data envelopment analysis（DEA）. Finally, the factors influencing the efficiency of fiscal expendi- ture in Anhui Province are discussed based on Tobit model. On this basis, the paper puts forward some policy recommendations to improve the efficiency of fiscal expenditure of new urbanization con- struction in Anhui Province.
