The construction of government by law is a new model of governance. In the face of many practical problems such as ＂space compression＂,the traditional rule of man,lack of power and the system defect to construct Government by law,we need through the innovation of government management ideas,improving the government ability and the construction of administrative law of the modern government management mode,to explore the path of practice of building the government under the rule of law.
