影响安徽省民营经济政策有效执行的因素分析

Analysis of Influence Factors on the Effective Execution of Private Economy Policy in Anhui Province

通过分别召开的政府部门官员、行业协会领导和民营企业家座谈会、走访安徽省内外民营企业及分别向政府官员和民营企业家发放问卷调查,了解鼓励民营经济发展政策的落实情况及存在的问题,研究和分析了民营经济发展的体制和政策障碍。得出基本结论:民营经济政策执行存在着"三低"现象,即政策知晓率低、满意度低、有效性低;影响民营经济政策有效执行的主要因素归结为6个方面:管理部门独立、政策制定科学、信息有效传递、政务环境优化、协会作用发挥、企业素质提升;政策执行效率提高的核心在于破除影响政策执行的体制机制障碍。

According to symposiums for government officials, leaderships of industry associations and private entrepreneurs, visiting to private enterprise in and out of Anhui province and questionnaires for government officials and private entrepreneurs, the implementation and problems were analyzed for private economy policy. The institutional and policy barriers of private economy＇s development were researched and analyzed and found that the execution of private economy policy showed three characteristics, which were the low awareness of policies, low satisfaction and low validity. The factors influencing the effective execu- tion of private economy policy came down to six aspects：building independent management department, determining science policies, conveying information more effectively, optimizing government circumstance, exerting the function of association and improving quality of enterprise. The core of improving policy executive efficiency was the break of institutional and mechanisms barriers that influencing the effective execution of policy.
