关于推进我国官方兽医制度建设的几点思考

Thoughts on the Promotion of Offi cial Veterinarian System Construction

本文从官方兽医的专业属性、政府职能、当局授权、工作范围法定等方面阐述了其内涵与外延,分析了我国官方兽医制度建设遇到的管理制度不健全、职责履职风险越来越大、队伍素质有待提高、福利待遇保障机制需要健全等问题,建议继续开展官方兽医培训,健全官方兽医制度建设,提高兽医卫生监督执法水平,促使兽医部门提供良好的公共服务。

To accelerate the official veterinarian system construction is of great significance for continuous improvement of veterinary health supervision and law enforcement and for the veterinary department to provide a good public service. In this paper,the connotation and extension of the official veterinarian system was expounded with the respects of the speclized features,governmental mandate,authorization and appointed working,some problems in the construction of official veterinarian system in China were analyzed with the respects of no completed regulations and systems,increasing risk in implementing duties and responsibilities,needed improvement of working staff quality and needed complement for safeguarding mechanism in welfare and income. Therefore suggestions were put forward.
