The International Implementation Development of Open-Access Policy:an Analysis Based on RAORMAP Data

以RAORMAP为基础,通过各国相关网站调查及文献资料研究,以英国的科研教育机构、科研资助机构以及美国的政府部门三种较具代表性的机构类型为研究对象进行踪迹分析。调查研究结果显示,当前国际上各类机构制定的开放获取政策内容较为详尽,且实施机构数量较多,同时仍然面临执行力度不足、投入机制不完善以及相关责任落实不明确等方面的挑战。

Based on the web of ROARMAP, it took the examples of the representative research and education institutions and funders from the England, and American government departments to conduct a track analysis. The result showed that the content of open access policies in European and American countries is more detailed, and the quantity of the implementing agencies is large. However, there still exist challenges, such as inadequate enforcement, imperfect investments mechanisms, and the unclear distribution of associated responsibilities and so on.
