摘要
当代中国改革已走进深水区,群团组织的整体性改革也被提上日程。反思1978年以来群团改革历史,各项机制、模式探索尚须继续深化。新常态下群团改革再出发的逻辑起点,是基于对现实挑战的回应。共青团改革发展的战略定位,要在把握群团发展普遍性的同时凸显特殊性。而共青团兴利除弊的剑锋首指,就是摒除"机关化、行政化"。在党的领导下依法依章程独立自主开展工作,这是共青团改革重要的路径选择。
The deep reforms taken by Chinese government has extended to Mass Organization reform.Since the start of Mass Organization reform in 1978,the development and exploration of feasible methods and models are underway.Under the new circumstance,the Mass Organization should respond to the challenges from the society.The problems caused by the bureaucratic and management mess should be solved so that the development of China＇s Communist Youth league can be guaranteed.The League should carry out work based on the law and government policies and follow the advice of the Communist Party of China.
