制度设计是国家创新系统的基本纬度,是国家创新系统的基本出发点。而制度设计的依据是一个国家所处的国际、国内环境,特别是该国的历史、文化、惯例与经济发展水平。因此,制度设计初始条件的细微差别有可能会导致最终现象的极大不同。所以研究日本国家创新系统的构建有必要从日本国家创新系统的制度起点开始。

System design is the basic dimension of national innovation system, which is also the basic starting point of it. The basis of system design is the international and domestic environment of one country, especially in its history, culture, practice and economic development level. Because of these reasons, the subtle difference of design initial condition would possibly lead to great difference of final result. So, it is necessary for us to begin from the system starting point of Japanese national innovation system when we study on the formation of it.
