摘要
高等学校突发事件舆情的新媒体传播具有即时性、快捷性和随意性的特点,舆情引导存在理念陈旧、机制不完善和研判能力不足等问题,为此可构建高等学校突发事件舆情引导机制的总体框架。该框架包括事前舆情预警机制、事中舆情调控机制和事后舆情消融机制三个阶段,舆情监控机制、舆情分析与研判机制、舆情介入与决策机制、信息沟通机制、信息发布与反馈机制、舆情消融机制和总结评估机制七个环节,高等学校要根据每阶段的舆情发展演化特点,提出具体的应对与引导措施,对大学生舆情引导具有一定的指导意义。
In contrast with the characteristics the new medium possesses in spreading emergencies that happen in colleges and universities, such as instant, rapidness and randomness, problems exist in the current public opinion guidance mechanism for colleges and universities to deal with the emergencies, such as old concepts, incomplete mechanism, lack of judgment, etc. For this reason, a general framework of the public opinion guidance mechanism of dealing with emergencies should be constructed in colleges and universities. Such a framework could be divided into three stages ( the early warning of public opinion before emergency, the controlling of public opinion in emergency, and the quelling of public opinion after emergency) and consists of seven links (the public opinion supervision and control, the public opinion analysis and judgment, the public opinion intervention and decision, the public-opinion-related information communication, the public-opinion-related information release and feedback, the public opinion quench, and the public opinion guidance summarization). Colleges and universities should come up with specific measures to cope with and guide the public opinion of emergency according to the characteristics it reveals at each stage.
