基于遗传算法的渤海海域溢油救助资源配置优化 被引量:5

Resources allocation optimization of oil spill rescue in the Bohai sea area based on genetic algorithm

摘要 针对渤海海域溢油救助资源短缺、分布不合理等问题,以中海石油环保服务有限公司为例,分析渤海溢油的风险分布现状和溢油救助基地的建设现状及规划,以海上溢油救助服务收益最大化为优化目标,建立各溢油批次与救助基地对应关系的目标函数,并采用遗传算法求解.根据计算结果,给出溢油救助资源在各救助点之间的优化配置方案.研究结果表明,该优化方法可具体到有限资源在各基地之间配置的比例问题,在现实应用中具有较强的可操作性. In order to solve the problems of oil spill rescue resources' lack and unreasonable distribution in the Bohai sea area, taking China Offshore Environmental Service Ltd.( COES) as an example,the oil spill risk distribution,the construction and the planning of oil spill rescue were analyzed. Aiming at the greatest profit from oil spill rescue service,the objective function of the corresponding relationship between the oil spill batches and the rescue base was established and solved by using genetic algorithm. According to above result,the optimized allocation scheme of oil spill rescue resources allocation among all aid points was acquired. Results show that the optimization method can be specific to the issue of allocating limited resources among all bases,which is highly applicable in practice.
